The Shanghai Residence Permit (Type B) is designed for the introduction of overseas talents. It applies to international professionals, including overseas Chinese students who have acquired foreign citizenship, foreign experts, and other high-level foreign professionals, as well as professionals from the Hong Kong and Macao Special Administrative Regions and the Taiwan region.
上海市B类居住证，即海外人才引进居住证。适用于海外人才，如加入外国国籍的留学人员，外国专家及其他外国高层次专业人才，港澳特别行政区和台湾地区专业人才。

The Overseas Talent Residence Permit comes in two forms: the primary permit and the dependent permit. Qualified overseas talents can apply for the primary permit, while their spouses and children under 18 years old or currently attending high school can apply for the dependent permit.
海外人才居住证分为主证和随员证。符合条件的海外人才可以申请主证，其配偶和未满18周岁或者高中在读的子女可以申请随员证。

The applicant’s employer must submit the application to the local Human Resources and Social Security Bureau via the city’s “One-Stop Online Service” platform.
由申请人所在单位通过本市“一网通办”系统向人力资源社会保障部门提出办理申请。
- Application Process and Time Frame
申请的流程和时间
- Upon receiving the application materials, if they are complete and valid, the processing agency will accept the application. If any documents are missing, the agency will notify the applicant to provide the necessary additional materials. Within 2 working days of acceptance, the application details and documents will be forwarded to the Municipal Human Resources and Social Security Bureau.
受理机构收到申办材料后，对材料齐全有效的，应当受理；对材料不齐全的，应当告知申请人补齐相关材料。受理窗口应当自受理之日起2个工作日内，将申请信息、材料移送市人力资源社会保障局。
2. The Municipal Human Resources and Social Security Bureau will complete the review within 7 working days of receiving the application materials. If the applicant meets the eligibility criteria, a written approval notice will be issued. If not, a written rejection notice will be sent to the applicant.
市人力资源社会保障局应当自收到申办信息、材料之日起7个工作日内，完成核定。对符合条件的，出具书面办理通知；对不符合条件的，书面告知申请人。
3. The Overseas Talent Residence Permit will be issued by the Municipal Public Security Bureau. Once eligibility is confirmed, the certificate issuance department of the bureau will produce the permit within 10 working days. The Exit and Entry Administration Bureau of the Municipal Public Security Bureau will then issue the permit.
海外人才居住证由市公安局统一制发，对经核定符合办理条件的，由市公安局制证部门在10个工作日内，完成制证。市公安局出入境管理局负责发证。
